法律通常是指由社会认可国家确认立法机关制定规范的行为规则，并由国家强制力（主要是司法机关）保证实施的，以规定当事人权利和义务为内容的，对全体社会成员具有普遍约束力的一种特殊行为规范（社会规范）。法律可划分为基本法律（如，刑法，刑事诉讼法，民法通则，民事诉讼法，行政诉讼法、行政法、商法、国际法等）和普通法律（如，商标法、文物保护法等）。行政法规，是国家行政机关（国务院）根据宪法和法律，制定的行政规范的总称。
